It's an RPM meter.

Change the speed of the motor, and the water gauge should fairly accurately change to what ever RPM setting you entered

At least, that's how it works on my PC. Scenes like this tend to be PC speed specific. So if your PC is much faster or slower than mine, it may give different results.
