Nice that you discovered the effect, and I can tell you why it moves.
When the middle bar is pushed, both "arms" shove at thier directions in the circle and makes it turn.

I really liked the looks of it! very simply way in order to make it, but very nice results. Nice work.
Altough the collisions is a bit odd, but I don't think it's the big point of the tower.
