There is no way to disable the effect of gravity (what you call "gravi") on each geometry. The collision layers do not affect gravitational attraction at all. Just as in real life, any object that has mass is affected by gravity.
There is something that I tried and seems to work to disregard the pull of gravity on the white ring, and that is to provide a slight opposite thrust against gravity. I was able to essentially make the white ring stand still with gravity enabled by giving the velocity Y axis a small value as follows:
vel = {[0.0, 0.21]} You must use curly brackets on each end of the velocity array in order for Algodoo to continuously give the velocity command. If you do not add the curly brackets, then the object will not continuously oppose gravity. Try this and see if it does what you need it to do. Of course, when you enable gravity, then ALL other objects will be attracted to the ground.
Oh, now I understand the confusion. Gravity and Attraction (in Algodoo) are two completely different forces and they react differently from each other. Gravity is not at all dependent on which layers are enabled or disabled. It just doesn't matter! Attraction is like magnetism, and you can think of it that way. And attraction IS affected by which layer is enabled or disabled.
Now that we have that figured out, I will have to think more about what you are asking in order to find out if it can be done. I think it can, but I would need to play with it a bit to be certain.
Nice idea, but you can get the same results without using the axle and the extra circle. In fact, it will be "snappier"! What I did was to delete the axle and the extra circle under the first frame, and used only the circle that contains the Thyme code. Then enable "Follow" for that circle. That's it! Try it and see if you like it.
Well then, here's another idea: Give people the option whether they prefer a smooth glide between scenes or a quick jump! Make it configurable. Depending on the type of scene, I could see where either one might be prefered.
s_noonan - Good points. I just happen to prefer elegance in design. In my opinion, a dedicated button to clear the screen is more elegant than using the Undo button. And when you design a dedicated button, you (the scene creator) have control over how it functions.

Ubsje - Have you ever seen water drops balance perfectly on top of each other in real life? It's physically impossible. And yes it is a bug because it should not happen.
