It uses zero dampening springs, but you can turn them up alittle bit and it still kinda works.

Thanks for the good comments guys. @ MasonStorm- My original intent was to make an entry in your contest,but I came across this idea, and the main thing preventing me is the size of the big circle. If its not really big, it doesn't work as a flywheel as well. Anyway, that is a very good idea for a contest, and I may modify this to fit the rules.
