The thing outside has no friction. The circle still has friction and elasticity. That's why that happens.
Another cause is that the polygon probably isn't 100% perfectly calculated, so the circle seems not to suit in perfectly.

Yes Its just to much of a tight fit, even with no friction it still touches the sides too much. Try and make the middle part just a bit smaller.
Kilinich's suggestion dose it very well.

the circle with a hole was supposed to be a popable drum mag. i think its the same glitch then the wheels witout a invisible circle
