main idea by Nxdt, but i decided to made my own improved version.
a collision change close to the gravitational center allows for a slower movement on the actuators, which allows for a faster movement. over 20000 n/m torque after some testing(but it will need counterweight).

Edit: due to some weirdness the laser can go through solid objects and affect their properties. so, reduced fadedist

you tried using larger balls, and changing the restitution, it helps alot..
