not sure actually, but if you use a glass, put it in a bowl of water, fill the glass and turn it upside down, the water in the glass remains above the water in the bowl.
guess it depends on wether air is let outside the glass or something

also, according to basic physics, if there is more water outside the pipe in this scene, the outside water should atleast hold the inside water
