A decorated destroyable city, in the future.

There's a story to it; The power core in the middle of the city (black and white circle) is the new clean and environmentally friendly energy for the entire world. But it is unstable because it uses particle accelerators. The technicians try to control it but in creates a black hole which destroys the city, and eventually the world.
