it is for the collab, not the contest itself. I could remove those extra motors, and it still works fine, but it helps.
EDIT: the rules never stated that I couldn't have more than one motor on each wheel. it just couldn't exceed 350 RPM and something like 3500 or 4500 Nm or torque. On reflection, I could use a crawler gear rather than a speed gear, that might work better.
