I made this somewhat dubious "car" to get to the end in under 3 seconds without breaking any of the rules.

The wheel only collides with the floor (taking advantage of the fact that the obstacles are only collision layer A) and is as large as i can make it within the restraints.

The vehicle is also extremely light, and the part the wheel is connected to has an extremely low density so it doesn't knock the wheel around on obstacles, but it's still able to hit the timer.

Finally, the wheel has really high adhesion so that it doesn't float away!
