I took the hover unit from the actual hovering phun vehicle, and modified to to have greater power (it still makes whatever its attached to hover if its touching the ground). Simply attach it to something (make sure it is not set to the same collision as whatever its attached to), and watch. Again, i did not make the actual unit, i just modified it.
