1.8.5 Scale tool circle to polygon issue

Since v1.6.6,
== Issue ==
When scaling one circle, it becomes polygon unless you use shift-key.
NOTE: This issue doesn't occur when you scale multiple objects.
With v1.6.5 or earlier, we can scale circle into circle with ctrl-key or with grid.

Not yet fixed with beta 1.9.5b.

I think it is less work for you to hold down shift than for me to add this feature.
