How do i make an HUD? one that doesnt look like its attached to anything.

If you're using algodoo; simply hinge -not fix- a box that collides with nothing to the car, and set its inertia multiplier to -inf. I don't know how to make the instruments; you'll have to ask someone else -not the user, but someone different 
I might upload a tutorial. If you're into scripting, then you can probably use Kilinich's k-probe to make the instruments.
