Any one who made a computer
Without thyme; Turing complete; Fast running(not too complicated so the scene can be run fast)

Nope, mechanical computers are complex, anything you get will at best beat the first two, but will never be part 3 without part 1 breaking.
Turing machines are the best you're going to get such as that one you linked, if you're wanting to use it for a demonstration or something record the scene and speed it up,

What about this instruction set?
- [ If the current pointer shows 0, disable any operator except ]
] Enable all the operators
! Let the current value x becomes 1-x
< Move the pointer to the previous place
> Move the pointer to the next place
@ Rerun the program
