Scene stealing

Hello. I'm curious about this matter. If one uploads a scene that somebody else have already uploaded, does it violate any rule? I've caught this "ProGrammar" guy stealing at least three scenes wich one have been removed by him as I caught im stealing one of my scenes.

Rule violation or not, taking credit for somebody else's work bugs me enough to ask you who have more knowledge than me about such matter.

Report or not?
