[OK]2.0.2b11 rotate directions by 15 degrees

I suggest to add feature to rotate the angle by 15 degrees when you drag the direction-arrow in the circle.
Currently, it seems changes by 5 degrees, it's not so bad but I prefer 15 degrees.
When you need more precision, you'll input number instead of dragging the arrow.

The further you are from the origin, the more precisely you can pick an angle. So close to the center, you get 10 deg snapping, further away 1 deg snapping, then 0.5 etc.
But in b13 I'll make sure that holding down shift will give you 15 deg intervals.
