Re-adding Change language

I think putting [Language]-tab on options menu is good idea.
But there is many description in Web which says for example "How to change language: select [File]-[Change language]-[Japanese]" (in Japanese).
So, I hope that keeping "Language" menu in [File] menu to prevent confusion.

hm, i kinda support this...
Maybe leave it as a shortcut button to open that tab in the options?

I don't think this is an absolutely necessary feature, but if it helps reduce confusion and improves ease of use, then why not?
