ALSO if possible make the train pieces (not the track layouts) phunlets (and algodoolets ) so i can test them on my track being built too

Am i allowed to change the rail(and therefore, driver wheels's collision group?

you are allowed to change the track but any trains which work on existing track must also work on your new track type.

No. the idea is to make it using the existing chassis so that they all run fairly. otherwise someone will make a very complex chassis which automatically detects the track and changes direction while someone else makes 4 motorised circles. it makes the whole thing more fair. sorry
