I think that you can just right-click it and use open with... and browse for phun/algodoo, can't you?
And you need to move it to my documents/Algodoo(or Phun)/Scenes.

Re: How to install a downloaded car?
did you install algodoo from the .zip or the .exe(installer)?
For zip, goto the folder where you you run phun from, and move the file into scene directory in there!
For the installer, go to the directry you installed phun to,
If your vista is X86(32bit), goto c:/Program Files/Algodoo Phun Edition/scenes
If your vista is x64(64bit) goto C:/Program Files/Algodoo Phun Edition(x86)/ scenes
Ps, file location may be slightly different depending upon your computers setup, but these paths should be accurate.
After doing this, you should be able to load the scene
File --> Load Scene

If you have Firefox, when you download the PHZ, it will ask you what to open the program with, or if you want to save it. Tell it to open PHZs with either Algodoo or Phun, whichever you have.
That's what I do, anyway. And it doesn't clutter my Downloads folder.

Doesn't it clutter up some temp folder?

Maybe. I don't really know.
Out of sight, out of mind.

yes it does (has to save it somewhere to be loaded...)
It goes into either your user accounts or the windows temp folder.
I suggest that you grab a copy of ccleaner or similar to clear that folder out every once in a while (helps save space and helps keep disk performance at a decent level...)

Seems like Algodoo should, immediately after onExitSaving, clear out all the PHZs and PHNs in whatever temp folder Algodoo uses.
Also, seems like the default save directory should be Algodoo/Scenes, whatever the scene was loaded from, or wherever onExitSave was last saved, prior to onExitSaving. Not, in some cases, the temp folder.

Re: How to install a downloaded car?
ah, chances are the file you are loading was created in Algodoo.
since -1.7.5, algodoo create files which (although the same file-type and coding...), will not load due to changes and additions...
It MAY be possible to open the phz in a program like 7zip (or rename from .phz to .zip), and load scene.phn in notepad, copy the text out of notepad, and into algodoo....
there is a chance that this wont work, but there is a chance it will...
And if it does work, due to changes in the physics engine, it may not work as it should...
