Mouse Over Object

I am having trouble with the mouse over object effect.Could someone tell me how it works(Please,I don't want something like a line of advanced code,I'm not going to get that.)?

This didn't really help.When I try use it it doesn't work.My version 2.1.0 if that can help somewhat.
