red hint message popups whereever the mouse is at.

Can I turn those "red hint message box" popups be off wherever the mouse is at? It
bothered me when the mouse went across any tools - for example, the mouse is
onto "run/stop" button and the red hint message box popped up. Seeing another box, too
at the same time. Why two box messages of those "run/stop" button? Why not one box?

I think there's a "Show hints" option on the settings.
tbh in all my ~5yrs here i never had a problem with multiple popups or whatever
