[Fixed]1.9.8 ignore system.maxFPS

Statistic display shows 110 FPS and some of scene works improper because of that (for example collision-trusters and engines now twice more powerful). Looks like system.maxFPS=60 not affect anything.

Hum... to me it seems like system.maxFPS does work, but that the FPS written in siminfo is lying and showing the double. For instance, setting the maxFPS=1 I get a draw every second, but the FPS reads 2. I will look into this further!

Ah - I found the cause of this problem. Will be fixed in the next beta!
