How you expect to handle this situation? Rotate velocity with object or keep it?

in 1.7.1, velocity was kept, not changing with rotation, i don't know why it is not now.

Probably intentional.
What i suggest would be when you rotate an object the velocity direct is changed according to the rotation of the object.

It's not only when you rotate it, also when you move it.

This is the intended behaviour, as moving/rotating objects when not thrown allows you to place them in a way that you want, without being disturbed by continued movement.

But that's when you play the sim. The problem is that it also occurs when the sim is paused.

Exactly, its fine when simulation is running, but shouldn't happen when it is paused

You're right - this is a bug. It will be fixed in 1.7.5.
There is a similar bug with the clone tool which will also be fixed.
