[Fixed]1.7.2 Track rotation can be selected without follow

Since v1.7.2.

Usually, we cannot select "Track rotation" without "Follow with camera".
But you can do so with v1.7.2.
The feature doesn't work, though.

So, I suggest to implement Ability to 'Track Rotation' without following object
