if you mean the names below the avatar, yes, it is if you didnt know how to use it, you use it by highlighting some text in that persons post and clicking quote. it then puts all that was selected into your message box, complete with quote tags. ive actually used it many times

There used to be a quote button underneath user's names, but it has since been deleted, as already stated.

like below there name there is like.. KARMA:11 and beside that says... Applaud or Smite...

but if that was implemented i have a feeling people would be getting banned and gettin smited allll the time...
