Created by the team of designers of the Gorky automobile plant (F. A. Lupandin, G. K. Schneider, B. N. Pankratov, S. G. Zislin, V. F. Filyukov, V. I. Podolskiy, V. S. Solovyov, under the direction of G. M. Wasserman) to replace the GAZ-67B. The development of the car began in 1946, prototypes have been manufactured since 1948. The first prototypes were called "Worker".

Serial production started on August 25, 1953 Produced Gas until 1956, later the production was completely transferred to Ulyanovsk - the former Was, during the war, collecting trucks ZIS-5V, and in the late 1940s and the lorry GAZ-MM-V. With the production of GAZ-69 the company was renamed Ulyanovsk automobile plant (UAZ). Like the previous Gorky "Rovers" (GAZ-64 AND GAZ-67 AND GAZ-67B), GAZ-69 popularly referred to as "the goat".

From the outset, the new machine was produced in two models: GAZ-69 with eight two-door body (six people on the longitudinal triple benches, fold-down rear) and agricultural (command) GAZ-69A with a four-door five-seater body with triple rear seat. The production of a family of GAZ-69 Gorky plant began in 1953, and in parallel (December 1954) these Rovers were collected and the Ulyanovsk automobile plant. Completely to the production of GAZ-69 and GAZ-69A of the nodes of its own production UAZ came after 1956.

Based on the chassis of GAZ-69 and reinforced monocoque "Victory" Gorky plant from mid-1955 mastered the production of original all-wheel drive passenger car GAZ-M-72. In addition, the units of GAZ-69 the plant produced from 1952 small amphibious GAZ-46 (MAV). In 1970, Oise was mastered modernized version of the GAZ-69-68 with the axles of the truck UAZ-452. On the GAZ-69 was based also anti-tank rocket launcher P to start 4 guided missiles (ATGM) complex C "bumblebee". On the basis of all-wheel drive GAZ-69 was created a prototype of a van GAS-19 with the wheel formula 4×2 for maintenance of postal facilities.

In two decades of production of GAZ-69 and GAZ-69A was released more than 600 thousand cars. GAZ-69 was exported to 56 countries in different climatic modifications (GAZ-69 and GAZ-UM), in addition, in 1957 technical documentation for mass production was transferred to the Romanian company ARO, and in 1962 in North Korea.

Various automobile repairing factories and the Ministry of internal Affairs of the USSR, the car was refined by removing the cover and installing a metal roof.
