yes, collision layers are simply different positions along the Z depth. you would need a 3 story gear stack. the big yellow gear would be split and on story 1 and 2, the stacked blue gears below that would be (one each) on story 1 and 2 as well, and the separate gears at the bottom would be (one each) on story 1 and 3, and on story 2 and 3.
