This is a somewhat simple physics thing of where a rack that moves under a wheel transforms the energy in a way that the cart that the wheel is attached to moves faster than the rack. This is also called "downwind faster than the wind".

The left and right arrow keys will move the rack left and right in respect to the background. It then applies pressure to the hinged gear, which is attached to a main wheel, thus making the cart move.
