FINALLY figured out how to make a working cartridge AND a percussion cap.

To use the musket, cock the hammer, and insert (or replace) primer cap.
Then drag a cartridge and insert it through the muzzle, bullet facing outside the muzzle.

if you somehow fail to put the cartridge all the way in, it's fine, use the ramrod.
