The Moon is slowly moving away, why though? It's because Earth spins faster than the moon can make a full orbit, and because of tides. As Earth rotates, water goes up or down due to the Moon's gravity, but the planet rotates faster than the moon can make a full orbit, this causes the Moon to slowly drift away, since tides sort of run ahead of our moon, then it pulls on Earth, making days longer and the Moon to go away. If Earth's spin was like Venus's, then the Moon would slowly drift towards the planet.

Basically, tides form the moon slow down the earth's rotation cause the earth rotates faster than once a moon orbit, and the loss of rotation angular momentum is made up for by an increase of lunar orbital angular momentum.
