Stormstar- Nothing "summons" the planes. Each plane has its own script that generates the motion:

_posX = _posX + _speed

and included in the postStep event is the script that checks if the plane is at the left edge or right edge of the scenery. If it is, then the plane's position gets reset to either the left or right edge (depending on its direction) and then the motion script shown above continues the plane's motion. Simple!
