its called a spoiler:D
It is also called a wing.
actually it is just a wing, a wing lets the air pass above it and under it, a spoiler lets the ar pass just above it.
actually, the "spoiler" on the Bugatti Veyron is used as both a spoiler and an air brake. It can be depressed into the back for maximum speed, raised and only slightly tilted to be used as a spoiler, for increased grip and handling, or turned vertically to be used as an air brake. So it all depends on what angle the wing/spoiler/air brake is at.
